Can't get ports to open?

I have a DGN3500 with the latest firmware. I opened certain ports (like 5004, 8317, 8080) via Firewall Rules, but they don't seem to be open. I can do a security scan from speedguide.net and it always returns as filtered.

Other ports like 80 and 554 are reported as open.

What else can I check on the router. I know 8317 has worked in the past.
