dead ports

I have a strange issue:

WAN ports 1&4 only connect at 10/100 - no gigabit connection
WAN port 3 makes no connection at all
WAN port 2 connects normally (gigabit)

I plugged the same laptop and cat 6 ethernet cable into each port to confirm the above. I have also tried it with other devices & cables. I'm presuming the router just need to be replaced?
