QoS is restricting my upload speed

First, I tried leaving a thank you in my previous thread, but it didn't seem to take.

When I first hooked up my WNDR33700v4, the only problem I initially came across with the list of connected devices. Unfortunately today a new problem appeared. The router was performing normally, but then I noticed a slight delay in my browser. I ran the speed test recommended by my ISP, and both my upload and download speeds were erratic. I set the router to auto-calculate the uplink bandwidth, and it was ranging from a low of 254 Kbps to 553 Kbps. I unchecked QoS for Internet and Bandwidth Control, and performed the ISP's speed test again. With WIMM checked, Internet Access QoS and Bandwidth Control unchecked, the speed test showed an upload speed of 1.94 Mbps. Around 2 Mbps is my normal upload, and getting it back to normal has raised my download speed, but it's still a bit erratic.

So I checked Internet Access QoS and bandwidth control, and manually set the uplink bandwidth to 2000 Kbps, and the speed test results are steady at an upload speed of 1.94 Mbps. (I set the value based on overhead, and networking uses decimal values, if I remember correctly.) And just to clarify, I did reboot the router, a few times.

What I'm wondering about is how does the router calculate the uplink bandwidth, and I'm guessing that like my previous router the uplink bandwidth is for the WAN port. I'm wondering because I don't understand how it arrives at such low results. Is it accounting for packet loss and other variables?

There are some more tests I need to run, and might even reset the router to factory default settings as well, but it would help me to better understand if my problem is with the router or my ISP, if I had a better understanding of how the router auto-calculates the uplink bandwidth. Any assistance would be greatly appreciated. Thank you.
