VPN Between FVS318V1 and FVS318V3

I am attempting to setup a VPN between an FVS318 V3 and an FVS318V1. I downloaded the guide from Netgear, followed all the steps, and it still won't connect. When I pull up the VPN status on the V3 it shows "Phase 1: M-IDLE / Phase 2: IDLE". I have a static IP at both ends.

Where can I start checking to resolve this?
