Firewall or port forwarding?

I have a DGN3500 (firmware V1.1.00.30_1.00.30NA). There are two things that seem to do the same thing: "Firewall Rules" and "Port Forwarding". What is the difference between these? Either will take a public port request and send it to a particular computer on the LAN, right?
