WNDR3700v3 can't get IP from cable modem

I had to replace a WNDR3700v2 when the ethernet port died after a lightning strike. I bought a WNDR3700v3 to connect to a Motorola SB6121. When the modem is connected directly to my desktop, everything is fine. When I try to install the router, it cannot get an IP from the modem. I have tried resetting the modem and router multiple times (even leaving them unplugged overnight) and tried talking to Netgear technical support (they had me exchange the router for a different one), but the router cannot figure out the internet connection. For the record, my reset procedure was:

1. Turn off the router and the modem. Disconnected the coaxial cable from the modem.
2. Wait at least 5 minutes.
3. Connect the coaxial cable the SB6121. Power on the modem and wait two minutes.
4. Connect the modem to the router and power on the router.
5. Restart Windows 7.

Any ideas? I liked the old WNDR3700, which worked flawlessly for over a year, but do I need to ditch the v3?

Also, I am running Windows 7 Home Premium 64 bit.
